But apparently it had been gnawing await at the conscience (or “conscious”, as they apparently say down south) of some Texan enough that he felt obligated to pony up the $6.00 for the ticket. At least, that’s the prevailing theory in the story.
Here’s what makes more sense.
The ticket was paid via the drop box, from somebody listing a Texas address. Odds are, somebody is moving back up here and is afraid that when they go to get their Wisconsin driver’s license, a little matter of a generation-old parking ticket is going to make things hairy. So they drop off the payment, wait a month or two, and complete their migration.
